Abstract: We review the phenomenology of dark matter at galactic scales and the intriguing MOND (MOdified Newtonian Dynamics) formula for the rotation curves of galaxies and the Tully-Fisher relation. We show that the MOND formula can be tested by the dynamics of planets in the Solar System. We present a particular model dubbed Dipolar Dark Matter which recovers the MOND formula at galactic scales and the standard cosmological model Lambda-CDM at cosmological scales.
